The Teacher Retirement System of Texas, or TRS, is one of the largest public pension funds in the country. It has currently 1.7 million members. It manages over $193 trillion in assets, which allows it to provide retirement benefits for Texas educators.
The TRS is managed by a nine-member board. The Governor appoints two trustees, while the remaining four are elected by TRS members. Retired members are able to nominate members for the board. Retired members also nominate trustees. Each term lasts six years.
There are three types of retirement benefits offered by the system. You can choose from a defined benefit, defined contribution or health insurance for your retirement.
Teachers receive an annuity guaranteed at 80% of the final average salary for the defined-benefit plan. Teachers with a 35-year career in teaching would be entitled to a fixed monthly income of $4,000. This projected yield is 2.26%. A teacher could continue to save at this rate for their entire career.
Different contributions are made under the defined contribution plan. Teachers are required by law to contribute 15% from their salaries towards the system. These contributions are compounded annually and invested. An average retirement account balance of $1 million would be available to a teacher who retires after 30 years. On top of this, the government will contribute an additional 1.25% of payroll to the system.
Besides the standard TRS services, the system offers a separate trust for health benefits. Teachers have the option to enroll in a group policy for health insurance through TRS Care. The $1B mark was achieved for health benefits in 1990. Since then, the program has expanded to more than 1,108 districts across the state. Funds are funded by contributions from school districts, premium payments from plan participants, and investment income.
There is also a Government Pension Offset, (GPO), that can be used to reduce Social Security benefits. GPO eligibility is not always guaranteed. While there are some benefits to the plan, it can still be expensive for many Texas teachers.
For the TRS-Care plan to qualify, members must have at least five years of experience in public education institutions. You must also be at least eighty years old to qualify for TRS-Care. After being laid off by their TRS-participating company, they are eligible to resume work full-time. While volunteer service can count as work, some volunteer activities are not considered employment. However, it is important to remember that volunteer hours cannot be extended beyond the time they have been hired.
